The 2027 Unified Carrier Registration (UCR) period opens October 1, 2026, with fees increasing an average of 20% over 2026 rates.

UCR is an annual registration requirement for motor carriers, motor private carriers, brokers, freight forwarders, and leasing companies operating in interstate or international commerce. Carriers based in Canada and Mexico that operate in the U.S. are also subject to UCR requirements.

Fleets register annually through their base state. Fees for motor carriers, motor private carriers, and freight forwarders that operate commercial motor vehicles are determined by fleet size under six brackets. Brokers, leasing companies, and freight forwarders that do not operate vehicles generally pay the lowest fee.

A few parts of UCR registration deserve extra attention.

Determine whether UCR applies.

A fleet does not necessarily have to operate extensively across state lines for UCR requirements to apply. UCR requirements depend on whether the business is engaged in interstate or international commerce. Brokers and leasing companies can also be subject to UCR even when they do not operate commercial motor vehicles.

UCR registration renews annually. For the 2027 registration year, filing opens October 1, 2026. Registration and payment must be completed before January 1, 2027, for an operation subject to UCR to continue operating legally without becoming subject to state enforcement action.

Failure to pay UCR fees may also be documented during roadside inspections. FMCSA inspection records identify failure to pay the UCR fee under violation code 392.2UCR.
