FMCSA Expedites Under-21 Truck Driver Apprenticeship Program

FMCSA published a Federal Register notice, summarizing public comments made when the agency first considered this program in 2020, and reviewed the program requirements as set out in the Infrastructure Investment and Jobs Act. Although FMCSA did not seek further public comments in the Jan. 14 notice, it did say the notice constituted the legally required alert of its intention to begin a new program. The actual program start date has not been announced.

Dates Assigned for Important 2022 Rulemakings for Trucking

Congress triggered several of these rulemakings when it passed the “infrastructure bill” that became law in late 2021. Others made their entrance in the Fall 2021 version of the Unified Regulatory Agenda. The advent of 2022 signals a good time to examine when FMCSA may call for public comments and begin gathering meaningful insight and data to help guide the outcomes.

Get Back to Trucking Basics in the New Year

We learn the basics of a task because they form the foundation for success – in this case, for safety on the highway. “Slow down” and “Buckle up” fit well with “Keep your eyes on the road.” We easily remember these simple phrases. If we follow them, everyone benefits. Over time, though, drivers can come to think experience and ability compensate for deviation from basic safety practices. Unfortunately, that attitude can rise in parallel with increases in experience and ability, as a career driving trucks may provide. It may be time to reinforce the old “back to basics” messages with a reminder of why they work.

Mobile Carriers are Ending 3G. Is Your Truck ELD Affected?

Mobile carriers are shutting down their 3G networks to make room for more advanced network services, including 5G. As a result, many older cell phones and other mobile devices may not connect to data services, including electronic logging devices. Once cellular carriers no longer support 3G networks, any electronic logging devices that rely on those networks will likely fail to meet the minimum requirements established by federal ELD technical specifications. This includes recording all required data elements and transferring ELD output files, according to the Federal Motor Carrier Safety Administration.
