How We Operate
As a part of PrePass Safety Alliance, PrePass is committed to improving highway safety and efficiency through innovative, data-driven solutions. We invest net proceeds from our bypass and tolling programs back into the transportation industry to serve this mission. This unique approach allows us to drive continuous improvement in three key areas: product innovation, infrastructure development, and future-focused collaborations.
We bring new and innovative solutions to the industry, build and maintain bypass infrastructure at no cost to states, and partner with transportation and government entities to optimize cutting-edge technologies. Our efforts include advancements in Level VIII inspections, e-screening, and other emerging technologies that promise to reshape the future of commercial transportation safety and efficiency.
Our Story
PrePass Safety Alliance is founded as a public-private partnership to improve road safety and efficiency. This initiative led to the development of the PrePass® suite of services, which allows compliant vehicles to bypass weigh stations and offers various safety and efficiency solutions for commercial transportation.
1980
1989
Research project developed between state transportation directors and trucking executives.
In 1991, the Alliance launched the Crescent Project, which tested various technologies to create efficiencies benefiting motor carriers and enforcement agencies. After extensive research, the Alliance selected Radio Frequency Identification Detection (RFID) for its pre-clearance system due to its superior accuracy and reliability.

Although the Crescent Project proved the concept’s viability, no federal funding was available for deployment. In 1993, the pilot states incorporated HELP Inc. (now PrePass Safety Alliance) as a non-profit P3 and partnered with a private firm to develop and deploy the technology. Since then, many states have joined the Alliance, creating the nation’s largest and most reliable truck safety e-clearance system—PrePass.
HELP launched PrePass Plus for electronic toll payment services.

Customer Service Center opened in Sandy, Utah.
The Carrier Portal launched with access to safety data, inspection activity and reports.

2015
ElitePass transponder released, combining bypassing and toll payments beyond E-ZPass.
Achieved 500,000 trucks enrolled in the weigh station bypass service.

Launched the INFORM™ data platform including safety data and tolling analytics.
Announced the MOTION bypass mobile application.

HELP Inc. changed its name and corporate identity to PrePass Safety Alliance.
