Legislation Streamlines Truck Driver Credential Process
Throughout the COVID-19 pandemic, FMCSA issued and extended waivers to ease the challenges that student drivers, truck driver trainers and state driver licensing agencies faced during periods of office closures, physical distancing and personnel shortages. Now, lawmakers have introduced two pieces of federal legislation making permanent some of the regulatory relief provided by those pandemic waivers and streamlining the truck driver credentialing process.

FMCSA Expedites Under-21 Truck Driver Apprenticeship Program
FMCSA published a Federal Register notice, summarizing public comments made when the agency first considered this program in 2020, and reviewed the program requirements as set out in the Infrastructure Investment and Jobs Act. Although FMCSA did not seek further public comments in the Jan. 14 notice, it did say the notice constituted the legally required alert of its intention to begin a new program. The actual program start date has not been announced.

During 2022, the actions of Congress, the White House and the regulatory agencies, such as the Federal Motor Carrier Safety Administration and others, will be driven by and compared to their impact on the November elections. Two issues dominate today’s politics – and today’s trucking — COVID-19 and its variants and the supply chain crisis. And both will factor in heavily when it comes to Uncle Sam creating and refining trucking regulations in 2022.

Record Traffic Fatalities, Trucking Issues and Differences
The National Highway Traffic Safety Administration recently released a report showing the largest six-month increase ever recorded for traffic fatalities. It estimated 20,160 people died in motor vehicle crashes in the first half of 2021, up 18.4% compared to the first six months of 2020.

The Best Things I’ve Learned About Truck Drivers
My colleagues and I handed out a lot of tickets for violation of “the rules as written.” Those citations hopefully fulfilled the greater purpose of stopping or preventing unsafe behavior by truck drivers and motorists alike. We also witnessed firsthand that truck drivers are actually among the best companions law enforcement could have on the road.

DOT Audit: FMCSA, States Must Improve Oversight of CDL Violations
A new federal audit finds that many state driver licensing agencies are not quickly sharing information about traffic convictions by Commercial Driver’s License holders. Auditors also found that the Federal Motor Carrier Safety Administration is not properly conducting oversight of state CDL programs, as required by federal law. The Inspector General of the U.S. Department of Transportation conducted the audit between November 2019 and May 2021.

A Different Summer for Truck Driving
The COVID-19 pandemic curtailed personal travel during most of 2020. With the arrival of the “Summer of 2021” all indications show that passenger car travel will return with a vengeance. Motorists will bring more than the kids, dogs and beach blankets with them. Many will also bring dusty safe driving habits from lack of use. Perhaps the crowded road will lessen the temptation to speed. On the other hand, car and truck drivers alike will now need to pay more attention to each other’s presence.
