UPDATED: FMCSA Extends COVID-19 Waiver through Mid-October of 2022
The Federal Motor Carrier Safety Administration is responding to the COVID-19 variants and to supply chain challenges by again extending its emergency declaration. The updated emergency declaration now runs through Oct. 15, 2022. The prior emergency declaration expired on Aug. 31, 2022. Like the previous version of the COVID-19 emergency declaration this updated FMCSA response grants motor carriers and truck drivers relief only from Federal Motor Carrier Safety Regulations Part 395.3, the maximum driving time for property-carrying vehicles, with certain restrictions.

New COVID-19 Vaccine Requirements for Trucking into Canada
As of Jan. 15, 2022, all truck drivers entering Canada, regardless of nationality, must be fully vaccinated and carry proof of their vaccination status using the ArriveCAN app. Canada still considers truck drivers “essential workers”, but that status no longer exempts them from the Canadian vaccine mandate. Truck drivers who have not met all the Canadian entry requirements will be turned away at the border.

FMCSA Extends COVID-19 Declaration Through August of 2021
UPDATED, May 27, 2021 -The Federal Motor Carrier Safety Administration is again extending its Emergency Declaration giving motor carriers and drivers relief from specific federal safety regulations related to the hauling of COVID-19 relief supplies. This extension specifically covers the transportation of vaccines, their components and supplies necessary for their administration. FMCSA is continuing the overall relief through the end of August, 2021. Starting June 1, 2021 and running through August 31, 2021, this will replace and modify the prior Emergency Declaration, which was set to run through May 31, 2021.

This extension specifically includes the transportation of vaccines, their components and supplies necessary for their administration. FMCSA is continuing the overall relief through the end of February, 2021.

FMCSA Using Discretion When Enforcing Random Trucker Drug Testing Due to COVID-19
The Federal Motor Carrier Safety Administration (FMCSA) recently announced it would use discretion when enforcing the random drug and alcohol testing requirements on motor carriers due to the COVID-19 pandemic. Motor carriers unable to fully comply with the requirements must document the specific reasons why they could not complete the tests and their attempts to identify other testing sites and resources.

As the new future for the trucking comes into focus expect change in the very composition of the industry. Many smaller fleets are closing shop. After the initial consumer response to the pandemic, with restocking of shelves driving freight volumes, demand has slowed up. Gone, too, are many local businesses whose shipping needs fed the smaller fleets. Some independent truck drivers are choosing to spend time at home until the economy rebounds and freight rates rise.
